Tanzania Financial
Services for Underserved Settlements (TAFSUS) is a Local Finance Facility which
provides credit enhancement to Community Driven Settlement Upgrading Projects
in the form of Guarantee or bridge finance.
TAFSUS is
a not-for-profit organization registered on 27th January 2009 with registration
No 69478 as a Company limited by guarantee, located within
TAWLAT offices, NIC Life House, 5th Floor at the Sokoine Drive/Ohio Avenue.
The
Objectives of TAFSUS are:

To
bring together key players involved in cities and national level settlement
upgrading strategies to address the challenge of financing;
·
To
catalyze the integration of commercial finance into settlement upgrading;
·
To
provide mechanisms to blend different forms of funding to maximize
affordability for the poor;
·
To
provide a financial mechanism to support the implementation of city-based
settlement upgrading strategies; and
·
To
advocate for sound policies, enforcement of laws and proactive planning to
prevent further growth/generation of unplanned areas.
TAFSUS is looking at
supporting community initiatives through development of Bankable projects to
access funds from commercial financial institutions with leverage of community
contribution and Government subsidy. TAFSUS also offers technical support for
developing and upgrading projects which include low cost housing, accesses to
portable water and titling of properties in informal settlements.
TAFSUS has currently entered into Agreement with Azania Bank Limited to
provide Credit Guarantee Facility to finance upgrading of unplanned
settlements.
TAFSUS now invites Associations, NGOs, Registered
Communities or Groups to submit brief Concept Notes of
maximum of 3 pages indicating name of organisation, nature of project, location,
problem to be solved, beneficiaries, estimation of revenue and expenditures,
Project costs and any other aspects that they feel should be known to enhance the
acceptability of the project (Technical and Financial).

Limit
The value of the Project should not exceed Tshs.100 Million per applying Organization
or Group.
Submission
of the Concept Note
The Concept
Note should be submitted to TAFSUS by 20th November 2013. Mode of
submission is in Hard copy and Soft copy to;

·
While
preparing projects, the following aspects are inclusive:
Ø Access to improved
water supply;
Ø Access to impoved
sanitation;
Ø Sufficient living
areas;
Ø Durability of housing;
and
Ø Security of tenure.
