The Tanzania Telecommunications Company Limited (TTCL) was established by "The Tanzania Telecommunication Company Incorporation Act of 1993". The company came into operation on 1st January, 1994. TTCL has been established to develop and operate telecommunications service within and outside the Country. 

TTCL currently provides voice and data communication services to over 300,000 business and residential customers in Tanzania. The Company also provides network services to other licensed telecom operators. TTCL's aim is to remain the leading Fixed Network Operator in Tanzania. In order to achieve this goal, a strong focus has been placed on customer satisfaction by providing high quality and affordable services to customers. 

TTCL is seeking to recruit dynamic, strategic, experienced and qualified Tanzanians with strong credentials to fill the positions in the Senior Management Team. Applications are therefore invited from suitably qualified Tanzanians for the following positions:
1.0 CHIEF MARKETING & SALES OFFICER (Job reference - CMSO/10/13)
Position Summary:
Reporting to the Chief Executive Officer, the incumbent will be responsible for developing and executing strategic and operation sales, marketing and customer services plans as well as strategies that drive the overall business objectives of TTCL. He/she shall also be responsible for monitoring the achievement of sales plans and strategies in products and market terms, including market penetration, growth, profitability and branding.

Key responsibilities:
Providing leadership in the development of marketing, sales and distribution strategies that reflect market demand for different segments for incorporation into overall company Strategic Business Plan;
Overseeing implementation of short and long terms marketing and sales plans and ensuring customer care guidelines;
Ensuring existence and sustainability of strong clients’ relationships with the market in general and with TTCL’s corporate customers specifically;
Ensuring internal interfaces between Sales and Marketing, Technical and all support departments are established, functioning and supporting high levels of customer services;
Ensuring regional sales and distribution activities are timeously and appropriately equipped with resources commensurate with requirements;
Reporting on implementation of Sales and Marketing plans and monitoring expenses to ensure efficient and effective utilization of TTCL resources allocated to Sales and Marketing departments;


Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Chief Executive Officer from time to time.

Key qualifications, experience and competencies:
University Degree in Sales, Marketing, Business Administration or its equivalent from a recognised institution;
Master’s Degree in Business Administration is an added advantage;
At least Ten (10) years’ experience in Sales and Marketing at Senior Management level in a commercial environment (preferably in telecommunications industry);
Excellent communication skills;
Strong team work and interpersonal skills;
Management experience with advanced analytical skills;
A strong orientation towards results, with a proven record of performance.

2.0 CHIEF TECHNICAL OFFICER (Job reference - CTO/10/13)
Position Summary:
Reporting to the Chief Executive Officer, the incumbent will be responsible for developing, executing and managing Telecommunications Network, Projects and Information Systems infrastructure in order to meet TTCL’s strategic and operational business objectives as set by the Board of Directors and the Shareholders.
Key responsibilities:
Providing leadership in the development, operation and management of an integrated Telecommunications network, Projects and Information Systems infrastructure commensurate with TTCL’s business objectives;
Ensuring availability of resources for smooth implementation of network projects and information systems strategic and operational plans;
Ensuring internal interfaces between Technical Departments and Sales and Marketing and all support departments are establish, functioning and support high levels of customer services;
Ensuring network, projects and information systems operating and monitoring systems are developed and implemented in TTCL;
Ensuring network and IT related projects incorporated in the company plans are technically appraised, reflecting TTCL quality standards requirements and adding value to TTCL business;
Reporting on implementation of network and IT plans and monitoring expenses to ensure efficient and effective utilization of TTCL resources allocated to technical departments;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Chief Executive Officer from time to time.

Key qualifications, experience and competencies:
University Degree in Telecommunications Engineering, Electrical Engineering, Electronics or its equivalent from a recognised Institution;
A Postgraduate degree is an added advantage;


Registration with Engineering Registration Board of Tanzania or with a similarly placed authority which is recognized by the Government of Tanzania;
At least Ten (10) years’ experience in a technical field at Senior Manager level in a commercial environment (preferably in telecommunications industry);
Excellent communication skills;
Strong team work and interpersonal skills;
Management experience with advanced analytical skills;
A strong orientation towards results, with a proven record of performance.

3.0 HEAD OF QUALITY MANAGEMENT (Job reference - HQM/10/13)
Position Summary:
Reporting to the Chief Executive Officer, the incumbent will be responsible for enhancing quality management in the business of TTCL in areas of policies, processes, procedures, practices, standards and project management expertise.
Key responsibilities:
Monitoring and conducting cross functional policies, processes, procedures, practices and standards compliance audits and advises management as appropriate;
Ensuring quality control systems and documentation are in place, updated, maintained and accessible to all stakeholders in the company;
Building quality and projects management capacity; conducting compliance checks in the company; identifying opportunities for improvement;
Ensuring existence of effective interfaces between departments for smooth implementation of business processes in the company including information exchange matrix and project management portfolio;
Providing inputs to the TTCL’s corporate planning processes and developing departmental functional plans that support realization of TTCL’s corporate objectives;
Monitoring and controlling costs and expenses and ensuring efficient usage, management and security of company’s resources under the department;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Key qualifications, experience and competencies:
A University Degree in Quality Assurance, Business Management or its equivalent from a recognised institution;
Postgraduate qualifications are an added advantage;
A minimum of 10 years working experience dealing with quality and project management functions, at least five (5) of which should be a Senior Manager level;
Strong project management and coordination skills;
Sound understanding of business process design and implementation;
Excellent interpersonal, communication and reporting skills along with the ability to develop and sustain effective team;
A strong orientation towards results, with a proven record of performance.

4.0 HEAD HUMAN RESOURCES (Job reference - HHR/10/13)
Position Summary:
Reporting to the Chief Executive Officer, the incumbent will be responsible for providing leadership in the development, implementation, evaluation and review of strategic Human Resources Management policies, processes, procedures and practices to support realisation of TTCL’s strategic objectives.
Key responsibilities:
Identifying and implementing Human Resources Management plans and strategies in line with the corporate strategy;
Developing, implementing and reviewing Human Resource Development Plan to ensure TTCL has the right human resources capabilities to deliver on business objectives now and in future;
Developing and implementing strategic and competitive compensation and rewards schemes linked to company’s business objectives and driving performance and accountability culture in TTCL;
Developing and implementing performance appraisal system that recognizes and rewards employees on the basis of their performance to improve morale and productivity in TTCL;
Ensuring existence of harmonious industrial relations in the company through compliance to existing labour legislations, human resources policies, guidelines and regulations;
Monitoring and timely reporting to the Executive Management Team human resources issues that require immediate attention and or decisions;
Providing inputs to the TTCL’s corporate planning processes and developing departmental functional plans that support realization of TTCL’s corporate objectives;
Monitoring and controlling costs and expenses and ensure efficient usage, management and security of company’s resources under the department;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Key qualifications, experience and competencies:
University Degree in Human Resource Management, Public Administration, Business Administration or equivalent qualifications from a recognized institution;
Postgraduate qualifications are added advantage;
At least Ten (10) years’ experience in Human Resource Management field of which five (5) years must be in senior managerial position in a large business organisation;
Good team building skills excellent interpersonal and good communication skills along with the ability to develop and sustain effective team work;
Excellent knowledge of current trends and requirements for managing organisational development and human resource development with the ability to understand their practical application.

5.0 COMPANY SECRETARY & HEAD OF LEGAL AND REGULATORY AFFAIRS (Job reference - CSLR/10/13)
Position Summary:
Reporting to the Chief Executive Officer, the incumbent will be responsible for providing Legal and regulatory advices, opinions and support to TTCL Management and the Board of Directors.
Key responsibilities:
Ensuring that TTCL complies with requirements of existing laws of the land and operates within the regulatory framework as may be changed from time to time;
Keeping TTCL Management and Board of Directors informed of all issues pertinent to legal, regulatory environment and licensing regime;
Advising the management on the legal environment pertaining to the company’s operations and ensure the company operates within the legal and regulatory framework;
Preparing and keeping in safe custody all contracts between TTCL and various suppliers and ensure the interests of the company are protected;
Handling and managing all litigation issues i.e. court cases, arbitration, negotiation etc;
Acting as Secretary to the Board of Directors’ meetings and follow up implementation of Board resolutions;
Monitoring and timely reporting on all legal and regulatory issues and controlling costs and expenses and ensure efficient usage, management and security of company’s resources under the department;
Providing inputs to TTCL’s corporate planning processes and develop departmental functional plans that support realization of TTCL’s corporate objectives;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Key qualifications, experience and competencies:
A Bachelor Degree in Law (LLB) or equivalent qualifications from a recognized institution;
An advocate of the High Court and Subordinate Courts coupled with regulatory background relevant to the telecoms industry;
Postgraduate qualifications in Law or Membership in the Institute of Chartered Secretaries and Administrators will be an added advantage;
Seven (7) years’ experience as a legal practitioner in a commercial environment, of which three (3) should be in the capacity of secretary to a Board;
Excellent interpersonal, communication and reporting skills along with the ability to develop and sustain effective team;
A strong orientation towards results, with a proven record of performance.

6.0 HEAD INFORMATION SERVICES (Job reference - HIS/10/13)
Position Summary:
Reporting to the Chief Technical Officer, the incumbent will be responsible for ensuring availability of high quality IT infrastructure and services in TTCL to support realization of company’s business objectives.
Key responsibilities:
Developing and implementing modern IT policy and systems, guidelines, regulations, procedures and capabilities to support strategic needs of the company and support various stakeholders/users;
Analysing and recommending IT software and hardware systems upgrades to achieve IT operational capabilities and efficiency including billing;
Ensuring availability of IT security procedures and monitoring its compliance;


Ensuring business continuity and smooth operations through appropriate IT maintenance and intervention capability;
Ensuring monitoring and timely reporting on products development issues to the Executive Management Team;
Controlling costs and expenses and ensuring efficient usage, management and security of company’s resources under the department;
Providing inputs to the TTCL’s corporate planning processes and developing departmental functional plans that support realization of TTCL’s corporate objectives;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Key qualifications, experience and competencies:
A University Degree in Computer, Electronic Engineering, Information Technology or its equivalent qualifications from a recognized institution;
Postgraduate qualifications or Masters Degree are added advantage;
A minimum of seven (7) years working experience in an IT environment, at least three (3) of which should be a senior management level;
Strong diagnostic skills with the ability to identify issues and implement customer-focused solutions;
Sound knowledge of modern IT systems, networking and internet;
Understanding of the telecom and IT convergence issues and solutions;
Excellent interpersonal, communication and reporting skills with an ability to build, sustain and motivate a team of professionals;
A strong orientation towards results, with a proven record of performance.

7.0 HEAD OF NETWORK OPERATIONS AND MAINTENANCE (Job reference - HNOM/10/13)
Position Summary:
Reporting to the Chief Technical Officer, the incumbent will be responsible for ensuring operation and management of an integrated telecommunication network in TTCL to support achievement of strategic and operational business objectives.
Key responsibilities:
Providing leadership to the development, implementation and review of network operations and management guidelines in terms of performance targets, standards setting, policies and procedures;
Ensuring network management and monitoring systems are developed and implemented and supporting business units in the operation and maintenance of their network infrastructure in terms of resources and expertise;
Ensuring timely reporting on the network performance and monitoring expenses to ensure efficient and effective utilization of TTCL resources under the department;
To ensuring cross functional interfaces are developed, formalized, functioning and support to high levels of customer services and quality standards;
Overseeing preparation of network operation and maintenance budget, storage and distribution of key materials and resources such as spare parts; test gears etc;
Providing inputs to the TTCL’s corporate planning processes and develops departmental functional plans that support realization of TTCL’s corporate objectives;


Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time;
Developing the section budget within the framework of the corporate budget and monitoring and controlling sectional expenditures to meet the budget and maximize the effective use of TTCL’s financial resources.

Key qualifications, experience and competencies:
University Degree in Telecommunication Engineering or Electronic/Electrical/ Information Technology Engineering from a recognised Institution;
A Postgraduate qualification is an added advantage;
Must be Registered Engineer;
At least seven (7) years’ experience in a technical organisation preferably in a telecoms industry, three (3) of which is at a senior management level;
Extensive experience in network operations and management with a high applied knowledge in centralized management and monitoring systems;
Excellent interpersonal and communication skills, with an ability to build and sustain teamwork;
A strong orientation towards results, with a proven record of performance.

8.0 HEAD NGN OPERATIONS AND SERVICES DEPARTMENT (Job reference - HNGN/10/13)
Position Summary:
Reporting to the Chief Technical Officer, the incumbent will be responsible for planning, implementing and overseeing NGN and IN network operations and maintenance, its modernisation programs and achieving network optimisation, network availability, security, and targeted quality of service.
Key responsibilities:
Planning, designing and implementing plans and services in the conformity with the strategic business plans or as may be required by commercial departments or customers;
Ensuring continuous high availability of the NGN network and high quality services;
Providing inputs as required to corporate planning processes and developing departmental objectives and functional plans that support the achievements of corporate objectives and the strategic business plans for the NGN and IN network;
Establishing and providing inputs to the strategic management team on the technological direction by performing technological scans on new systems, network elements, tools and software versions;
Establishing Service Level Agreements (SLA) for Next Generation Network and Intelligent Systems and ensure valid support contracts with vendors are always in place, and always observed;
Proactively planning and implementing control management system to secure the NGN and IN systems against unauthorised intruders/action and providing regular reports to the management on the security degree of the system;
Establishing robust, scalable, high capacity and protected network architecture and implement full disaster recovery plans;
Proactively managing network problems and incidents, and ensuring network availability remain in acceptable levels and within budget targets and standards;


Providing effective supervision on utilisation of all resources allocated to the department, and ensure that the allocated resources are used as to the budget and in an optimum manner.

Key qualifications, experience and competencies:
University Degree in Telecommunications or Electrical Engineering or equivalent technical education;
Extensive training and experience on next generation core networks, intelligent networks or data communication networks will be an added advantage;
At least seven (7) years’ experience in in Telecommunications Industry, three (3) of which is at a senior management level;
Experience in NGN switching networks, intelligent networks or data communication networks is a requirement
Extensive experience in network operations and management with a high applied knowledge in centralized management and monitoring systems;
Excellent interpersonal and communication skills, with an ability to build and sustain teamwork;
A strong orientation towards results, with a proven record of performance.

9.0 HEAD OF SALES (Job reference - HOS/10/13)
Position Summary:
Reporting to the Chief Marketing & Sales Officer, the incumbent will be responsible for ensuring TTCL achieves business growth in terms of market share and profitability as enshrined in the Strategic Business Plan and Budget.

Key responsibilities:
Developing customers acquisition and retention strategies for incorporation into overall company business plans and strategies;
Developing, disseminating and monitoring implementation of sales plans and strategies to different chosen market segments in line with Strategic Business Plans;
Ensuring widest possible and efficient distribution channels for company products and services are established and maintained;
Building and nurturing strong client relationships in the market in general and ensure good relationships with strategic customers are developed and maintained;
Liaising and interfacing with Product Development Teams in the development and implementation of communication solutions demanded by different customer segments;
Monitoring and timely reporting to the Executive Management Team issues pertaining to sales and distribution that require immediate attention and or decision;
Providing inputs to the TTCL’s corporate planning processes and develops departmental functional plans that support realization of TTCL’s corporate objectives;
Monitoring and controlling costs and expenses and ensuring efficient usage, management and security of company’s resources under the department;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Key qualifications, experience and competencies:
A University Degree in Sales, Marketing, Business Administration or equivalent qualifications from a recognised institution;
Postgraduate qualifications are an added advantage;
At least seven (7) years’ experience dealing with sales/marketing functions in a commercial environment, three (3) of which should be at a senior managerial position;
Excellent interpersonal, communication, analytical and negotiation skills with clear understanding of the telecom market especially traffic management;
Business acumen with the ability to focus on results and provide innovative ideas and solutions;
Ability to guide, interface and provide direction to a number of stakeholders;
A strong orientation towards results, with a proven record of performance;
Ability to develop, motivate and sustain effective team work.

10.0 HEAD OF PRODUCT DEVELOPMENT (Job reference - HPD/10/13)
Position Summary:
Reporting to the Chief Marketing & Sales Officer, the incumbent will be responsible for ensuring TTCL provides solutions and products as demanded by its different customer segments and the market.

Key responsibilities:
Liaising with Sales, Marketing and Network Development in planning and conducting extensive market research to identify business development opportunities;
Designing, developing and implementing communications solutions to meet demands of different customer segments to increase TTCL market share and profitability;
Ensuring smooth interfaces with Sales and Marketing Teams in developing plans and strategies to launch products and services and monitor their performance in the market;
Liaising with Human Resources to identify training and development needs on new products and services;
Monitoring and timely reporting to the Executive Management Team products development issues that require immediate attention and or decisions;
Practicing transparency and organisational culture that fosters TTCL’s corporate values, accountability, and good governance at all levels of operations;
Providing inputs to the TTCL’s corporate planning processes and develop departmental functional plans that support realization of TTCL’s corporate objectives;
Monitoring and controlling costs and expenses and ensuring efficient usage, management and security of company’s resources under the department;
Implementing and exercising delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Key qualifications, experience and competencies:
A University Degree in Business Administration, Marketing, Telecoms Engineering or equivalent qualifications from a recognized institution;
At least seven (7) years’ experience in product development and marketing functions in a commercial environment (preferably in a telecom industry), three (3) of which should be at a senior managerial position;


Experience in project and product life cycle management is an added advantage;
Ability to analyse data and understand implications on a wide range of business issues;
Excellent interpersonal, communication and reporting skills with an ability to build, sustain and motivate a team of professionals;
A strong orientation towards results, with a proven record of performance.
